Draft law proposes sentences up to three years for those who kill an animal

The Socialist Party (PS) takes the debate tomorrow, in the Assembly of the Republic, a draft law imposing sentences up to three years for mistreatment of animals â€" and fines that can reach the € 5,000, in the case of private individuals, and € 60 thousand, to collective entities.

According to the newspaper, the proposal intends to remedy an omission of nearly two decades in Portuguese law, since the law of 1995, which adopted the general framework of animal protection, referred to definition of sanctions to a degree later, which was never discussed or approved.

Mr Pedro Delgado Alves moved to the newspaper that the aim is that the sanctions to be applied in cases of violence "are not associated with the right to property, but the mistreatment". Portuguese legislation punishes criminally ill-treatment, except in cases where the pet owner claims damage to your property.

Thus, this draft law establish that "who practice an unjustified act of violence against a pet, regardless of the ownership of the same, shall be punished with imprisonment from six months to 2 years, or with fine penalty."

If this action results "severe injuries or permanent or his death" the sanction is "a prison term of one to three years or a fine penalty." Already the fines will be of € 500 to € 5000, in the case of a natural person and to € 1,500 to € 60 000 euros in case of collective entities, aggravated in cases of recidivism. Are also provided for ancillary penalties such as deprivation of the right of possession of animals for the maximum period of 10 years.

The position of the other parties about this matter should only be set today, the meetings of the parliamentary groups. Christopher North, Member in PSD, accompanies this explained to the newspaper that has the "expectation that, increasingly, the position of the PSD is towards the criminalization of maltreatment and abandonment of animals."

The Portuguese Civil Code includes the animals in the category of "things" and the Penal Code defines this type of damage caused by unlawful as "alien thing". I.e. the mistreatment are penalized in that call into question the right of property of the owner of an animal. Which leaves out the wandering animals, which have no owner.

Rome will map labyrinthine tunnels to avoid collapse of current city

Geologists and archaeologists are to map and document the labyrinthine tunnels of ancient Rome, an essential initiative to ensure that the current city not lapse for their catacombs. Most of the work is being carried out by geologists from George Mason University in Washington, and the Centre of Speloegarchaelogical Research, of Rome, and seeks to explore the underground networks of the eternal city.

The project will start in the area southeast of the city, according to LiveScience, and will produce a detailed map of the quarries that will be used to reach the areas most at risk. These tunnels were dug by the Romans, in order to use the volcanic rock to build the city, but the channels were becoming smaller.

The city authorities are worried about the possible collapse of some of the modern buildings, a remote idea what ever happened to 83 times this year alone, the city structures â€" from small sections of buildings the streets.

According to Kysar Mattietti Giuseppina geologist, this mapping is critical, since, over the years, locals worried only cover these holes. Now, and through 3D scanning, scientists can understand where are the weakest parts of the tunnels, going into holes that you know to be safe.

Rome was built on top of a volcanic rock, which is strong but easy to dig. Many of the early buildings of the city were built with these volcanic materials.

At the same time, the tunnels have been used to grow mushrooms, for ad-hoc sewage systems, catacombs and even bomb shelters during the second world war.

"It is very interesting. When you're down there, sometimes we could hear people talking up here, "explained Mattietti.

Japan prepares construction for new magnetic levitation train

Tokyo will host the 2020 Olympic Games. As all countries that receive the event, Japan will invest in the construction and refurbishment of infrastructure. The most ambitious project is the construction of a high-speed rail line to a magnetic levitation train, the maglev, which reaches speeds of over 500 km/h, which makes this the fastest train in the world.

The line should connect Tokyo and Osaka, the two main Japanese cities, and have left for Nagoya, reports the Financial Times. If the project move forward, the two main Japanese cities, which are 500 kilometres, should be the 67 minutes away. Currently, the Shinkansen, the high-speed train that operates in Japan, takes two hours and thirty minutes to connect the two cities.

JR Central railway company who designed the implementation of SCMaglev (pictured), announced the investment in September, after a prototype of SCMaglev beat the speed record of 518 miles per hour, owned by another model from the same company.

The company hopes to begin building the first 350 miles from the stretch, which will connect Tokyo to Nagoya in 40 minutes, in 2014, and estimates that this section is operational in 2027. The total distance should be ready only in 2045.

The SCMaglev is a magnetic levitation train, which means the vehicle circulates to 10 inches from the ground, being propelled through attractive and repulsive forces using superconductors. Due to the lack of contact between the vehicle and the line, the only friction is air resistance exists. initially, before levitating train circulates under rubber wheels until it reaches the 100 miles per hour, the speed from which starts the process of levitation.

Although reaches high speeds, the train's safe, just like Japanese fast trains that already exist. The only obstacle to security can be earthquakes, which are common in Japan. However, the SCMaglev, like the rest of fast trains, has a system that stops the vehicle in case of earthquake.

Value of the investment can der impediment to construction

Despite being planned for construction to go ahead, the cost of the investment can be a brake. The project is budgeted at €65,6 billion, which raises doubts as to its viability. The land through which the line passes can also be a deterrent, since it will have to be built more than 250 kilometers in tunnels, many of which will go through the Japanese Alps.

"The profitability is not feasible between Tokyo and Nagoya, not with the amount you are investing, although it has some potential so that the line be extended to Osaka," said Ryota Himeno, an analyst from Barclays transport in Tokyo. "But call the two largest population centers, Tokyo and Osaka, with the potential for both leisure and business, can eventually pay for investment", he adds.

According to JR Central, so the line is terminated will be created a giant population Center of about 65 million people. The company indicates that the development of technology for SCMaglev will create jobs and boost the industry in the region.

After the line is fully operational, the intention of JR Central's Tōkaidō Shinkansen line remain active, since it carries almost 400 thousand passengers per day, making it the busiest high-speed line and profitable in the world. However, to maintain this functional line, the company will have to captivate the passenger manifests for the SCMaglev, in order to make the project economically viable.

Barclays analyst underlines the risks, but believes that the amount of the investment should boost Japan's GDP ".

Currently there are several projects on the table for the construction of this type of lines in various locations, but the high production cost has limited its implementation. Shanghai is the only city in the world with a commercial line of this type, the Shanghai maglev train. This line connects the suburbs of the city to the International Airport, about 30 kilometers Pundong in eight minutes. Journey tickets cost about € 6.6.
